High Cost Loop Universal Service Filings

As a cost company, you are required to file year end financial data and loop counts to the National Exchange Carrier Association (NECA) no later than July 31 each year.

This filing determines your payments from the Universal Service Adminstrative Company (USAC) beginning January 1 the following year.The Cost Consultants at Kiesling Associates prepare this filing for you (also referred to as the current year dash 1 e.g 2010-1), from information provided for the cost study.

The current year dash 1 filing is based on the prior year's data and is paid equally over the year after it is submitted. For example the 2010-1 Universal Service Data Collection Form is filed no later than July 31, 2010 which is based on 2009 data, and payments will be made evenly over each month in 2011. This is often referred to as the "two year lag".
